Digital Democracy is a project of the Institute for Advanced Technology and Public Policy at the California Polytechnic University, San Luis Obispo. This free online platform offers a searchable database of state legislative committees hearings, allowing the user to search videos by keyword, topic, speaker, organization or date. Digital Democracy is a first-of-its-kind tool because it transcribes legislative hearing videos and makes them available in their searchable entirety. These data rich transcripts represent an entirely new universe of information previously unavailable to the public. A robust database of all speakers tracks individual participants’ testimony and positions, as well as other essential information such as campaign donation and gift histories. Digital Democracy also offers complete text, history and other information on all bills introduced before the state legislature, as well and legislative bill analyses and information on upcoming legislative hearings. This project is pushing beyond the technical challenges of providing mere access to information, instead focusing on how this new data set can be meaningfully interpreted and acted upon by individual citizens and grassroots organization to achieve effective action. Tools within the system allow a user to quickly and easily search, locate, view, clip, and share this information and opinions on Facebook, Twitter, and other social media platforms. The video clips provide dynamic content for citizen activists, community organizers, traditional journalists as well as online media outlets, bloggers, educators, researchers, professional associations, and government watchdogs. 50 partners, from all EU countries, and beyond, will collaborate to work on this large-scale initiative that aims to promote open scholarship and substantially improve the discoverability and reusability of research publications and data. The initiative brings together professionals from research libraries, open scholarship organisations, national e-Infrastructure and data experts, IT and legal researchers, showcasing the truly collaborative nature of this pan-European endeavor. A network of people, represented by the National Open Access Desks (NOADs), will organise activities to collect H2020 project outputs, and support research data management. Backing this vast outreach, is the OpenAIRE platform, the technical infrastructure that is vital for pulling together and interconnecting the large-scale collections of research outputs across Europe. The project will create workflows and services on top of this valuable repository content, which will enable an interoperable network of repositories (via the adoption of common guidelines), and easy upload into an all-purpose repository (via Zenodo). OpenAIRE2020 will assist in monitoring H2020 research outputs and will be a key infrastructure for reporting H2020’s scientific publications as it will be loosely coupled to the EC’s IT backend systems. The EC’s Research Data Pilot will be supported through European-wide outreach for best research data management practices and Zenodo, which will provide long-tail data storage. Other activities include: collaboration with national funders to reinforce the infrastructure’s research analytic services; an APC Gold OA pilot for FP7 publications with collaboration from LIBER; novel methods of review and scientific publishing withthe involvement of hypotheses.org; a study and a pilot on scientific indicators related to open access with CWTS’s assistance; legal studies to investigate data privacy issues relevant to the Open Data Pilot; international alignment with related networks elsewhere with the involvement of COAR. Dat is a grant-funded, open-source, decentralized data sharing tool for efficiently versioning and syncing changes to data. Dat can be used to version data locally, or to share and sync data over the internet. Dat includes an optional peer-to-peer distribution system, meaning that the more widely that a dataset is shared, the faster it is for users to retrieve or sync a copy, and the more redundant that the dataset’s availability becomes. By building tools to build and share data pipelines, we aim to bring to data a style of collaboration similar to what Git brings to source code. Dat is designed as a general-purpose tool for any data on the Web, with our main priority being to ensure scientific data can be more easily published and archived.
